However questions remain to be answered over an earlier police panel result directly involving Mr Bisby which is the subject of an official complaint. The official response so far is unsatisfactory and with the document offered, only added to the suspicion, that the result is qustionable. More as we get it.
Peterborough Tribune blog editor Julian Bray in a campaign that was organised in just three days polled 82, but equally this was a better result than many Greens, Lib Dems, UKIP and some Independents. Brian Tyler self-styled Conservative 'community chumpion' failed to win in neighbouring Stanground and Fletton, and was seen sitting alone and somewhat dejected at the count, seemingly deserted by his new chums.
To add to his woes Mr Tyler also subject to a blistering Facebook attack 'over lack of election etiquette' by independent candidate Peter Slinger.
Conservative John Peach lost his seat as did Gavin Elsey and the Stanground South result was only after recounts and substantial polling unrest from the Tory camp overheard by Julians appointed polling agent.
Variously reported back were Tory claims of unrest at the extent Stanground South 'had been shaken up by Brays Campaign' and how Julian has gained a few postal votes... The question remains how did Cllr Rush, who is alleged to have uttered the comment know, as the vote had yet to be counted?
Clearly Conservative unrest at the inroads Julian Bray has made on the Stanground South vote. The conservatives put a massive amount of resources into their campaign, so it will be interesting to see how the final expenses bill to the Electoral Commission adds up as there are clearly set limits.
The upshot is that it is already confirmed that Julian Bray with an enlarged team is to run again in Stanground South next year when Cllr Harper faces election or oblivion. It has yet to be decided if it will be as a non-aligned candidate or perhaps we physically set up a new political party designed to suit the needs of our neighbourhoods? Who knows?
The key factor is that Conservatives and other political parties within Peterborough are being put on notice a full year ahead, that 'Bray is stirring up Stanground' as one unguarded comment was reported.
Meanwhile many heartfelt thanks to all who voted and entrusted Julian with their vote, the issues collected and the Peoples Charter will be carried forward and lessons learned for th next campaign.

Conservatives have gained overall control of Peterborough City council by one seat. As a high proportion of the seats in this election are in London, BBC commentators are cautioning that when the full results are in Labour will show a marginally improved position but as at 04:48am, this correspondent is signing off and heading for bed.
